Customs, policing and the borders - FM:Brad Sommers - Rear Commodore SW Ontario

Many boaters may not be aware of the most recent Canadian reporting requirements for Private Boaters. The latest regulations were published on the internet dated May 2012. They require boaters to report into customs if they cross the international border and then return to Canadian waters even if they do not land, anchor or come into contact with another vessel. The minimum fine for failure to report is $1000.00.
This summer will also see the RCMP and USCG implement the 'Integrated Cross-border Maritime Law Enforcement Operations' also known as 'Shiprider'. One of their tasks will be to enforce the new Customs Regulations.

The Canadian Power Squadron in conjunction with the Windsor Yacht Club have organized seminars at the WYC.

On March 20th there will be a seminar on Boating and the Border. Representatives from the Canadian Border Services Agency and US Customs and Border Patrol will be there to explain the new regulations.

On March 27th there will be a seminar on Boating and the Law. Representatives from the RCMP and USCG among others will be there to explain their participation this summer. The fliers for these Seminars are included as attachments.

These events are scheduled between 19:00 and 20:30. You can contact the WYC at 519-945-1863. The Yacht Club is a member of the ILYA as is GLCC.

The source documents can be found on the internet:
Customs Regulations for Private Boaters can be found at: http://cbsa-asfc.gc.ca/media/facts-faits/096-eng.html
Integrated Cross-border Maritime Law Enforcement Operations can be found at: http://www.rcmp-grc.gc.ca/ibet-eipf/shiprider-eng.htm

If you are unable to attend the seminar(s) I would recommend taking a look at the Custom's regulation. In their current form they will definitely effect your boating in relation to the international border. I will also endeavor to pass along any revelations that might come out of the seminars.
